15-11-2025 Participation of Dr. Adel Mohammed Al-Zamil, Undersecretary of the Ministry of Electricity, Water and Renewable Energy, in the opening panel discussion of the GCC Power 2025 Conference and Exhibition.

The Deputy Minister of Electricity, Water and Renewable Energy, Dr. Adel Mahd Al-Zamil, participated in the opening panel discussion of the Gulf Electricity Conference and Exhibition (GEC 2025), which was moderated by Dr. Abeer Al-Maymouni.

At the beginning of his speech, Dr. Al-Zamil welcomed Kuwait's assumption of the chairmanship of the Board of Directors of SIGRE Gulf for 2025, represented by Engineer Athari Khalifa Al- Hamad, emphasizing the pride of the Ministry of Electricity, Water and Renewable Energy in this leadership role.

Dr. Adel Al-Zamil explained that meeting the growing demand for energy remains a key priority for the Ministry, pointing to the significant progress made through production projects, both fuel- fired power plants and renewable energy projects, which are proceeding according to their specified timelines.

He pointed out that last August, a "commitment document" was signed to implement the North Al-Zour project - Phases II and III, in cooperation between the Public-Private Partnership Projects Authority and the Ministry with the winning investor, where the project's production capacity will reach 2,700 megawatts using combined cycle technology, in addition to 120 million imperial gallons of fresh water per day. The Ministry is also moving forward with the first phase of the Al-Khairan Station project in cooperation with the Public-Private Partnership Projects Authority.

Regarding the ministry's second priority, Dr. Adel Al-Zamil emphasized that it is to promote energy efficiency and rationalize consumption, given its direct impact on meeting demand, increasing the efficiency of national resource use, and protecting the environment. He explained that the ministry has taken several key measures, including encouraging government agencies to modify their consumption patterns. These policies have proven effective in addressing challenges.

He added that despite expectations of increased demand, the ministry has recorded remarkable stability this year and has even managed to reduce peak loads, thanks to effective management of the electrical load system.

He stressed that these efforts alone are not enough, as it is necessary to raise public awareness of the importance of rationalization, noting that the ministry is preparing initiatives to support renewable energy production in various sectors, thereby promoting sustainability.

Dr. Al-Zamil discussed renewable energy projects in Kuwait, noting that the ministry has two major projects in the Shagaya complex. The first is in cooperation with the Partnership Projects Authority for the first and second phases, with a production capacity of 1,600 megawatts. In addition, an agreement was signed last March with the Chinese company SPIC to implement the third and fourth phases with a capacity of up to 3,000 megawatts, bringing the total energy of the Shagaya projects to 4,600 megawatts, which is considered a promising strategic achievement.

He also praised the vital role played by the GCC Interconnection Authority in enhancing the flexibility and reliability of networks between member states, highlighting the importance of regional integration in improving the efficiency of electrical systems.
