27-09-2025 Statement by His Excellency Dr. Subaih Abdulaziz Al-Mukhaizeem, Minister of Electricity, Water, and Renewable Energy, Minister of Finance, and Minister of State for Economic Affairs and Investment.

His Excellency Dr. Subaih Abdulaziz Al-Mukhaizeem, Minister of Electricity, Water, and Renewable Energy, Minister of Finance, and Minister of State for Economic Affairs and Investment, stated that the ministry has achieved an unprecedented qualitative achievement in the field of electricity demand management, with the maximum electricity load reaching 17,610 megawatts according to the loads recorded on the electricity grid during the summer of 2025, registering a decrease of 30 megawatts compared to the maximum load recorded in the summer of 2024, which reached 17,640 megawatts. It should be noted that the expected annual increase in the maximum electricity load for the summer of 2025 is 4% according to the planning studies for the electricity grid.

His Excellency also clarified the percentage increase in maximum electrical loads recorded over the past seven years, as shown below:

Dr. Sabih Al-Mukhaizeem emphasized that this decline in electricity consumption rates is a very important indicator of the success of national efforts to achieve tangible savings in electrical energy, despite the high temperatures experienced by the country, which reached a maximum of 51 degrees Celsius, especially during peak hours from 11:00 a.m. to 5:00 p.m., in addition to the continuing pace of population and economic growth.

Al-Mukhaizeem also pointed out that this achievement was not a coincidence, but rather the result of integrated strategic planning in the effective management of electrical loads, the implementation of strict campaigns against excessive consumption (mining), along with efficient operation, regular and preventive maintenance, and emergency plans for the components of the electrical network, from power generation stations to transmission and distribution networks, which were carried out in accordance with the highest technical and engineering standards, using the latest technologies in inspection and monitoring, ensuring the sustainability of the network's efficiency and increasing its readiness to face the most extreme operating conditions, and achieving high reliability in providing service to customers. He praised the cooperation between the Ministry of Electricity, Water and Renewable Energy and other state institutions, the significant support from the political leadership and the wise government, and the cooperation of customers, including citizens, residents, and public and private entities in the country, with national awareness campaigns, foremost among which is the national campaign to save energy and water, "Save" which has promoted a culture of rationalization in society.

Al-Mukhaizeem emphasized that the ministry is not content with merely addressing current challenges, but is working to build solid future capabilities by implementing large-scale electricity and water production projects with a capacity of 14,050 megawatts of electricity and 228 million imperial gallons of fresh water per day by 2031.

The ministry has made significant progress in this regard, signing a commitment document to implement the North Al-Zour - Phases II and III - with a production capacity of 2,700 megawatts last month, in cooperation with the Public-Private Partnership Projects Authority and an alliance comprising ACWA Power and Gulf Investment Corporation. Work is currently proceeding according to schedule. As for the Shagaya Renewable Energy Project, he explained that it is one of the most important upcoming projects in the country, with the first phase of the project being launched by the Public-Private Partnership Projects Authority with a production capacity of 1,100 megawatts last June. The Higher Committee of the Public-Private Partnership Projects Authority also approved the Authority's recommendation to qualify companies and alliances for the second phase of the project with a production capacity of 500 megawatts last week. Work is currently underway to implement the third and fourth phases with a production capacity of 3,000 megawatts in cooperation with the People's Republic of China. The Shagaya Renewable Energy Project is one of the most important upcoming projects in the country.

Finally, the first phase of the Al-Khairan power plant, with a production capacity of 1,800 megawatts, was launched last August. The Ministry seeks to secure Kuwait's future electricity and water supply by launching several major upcoming projects, the most important of which is the Al-Nuwaiseeb power plant project with a production capacity of 7,200 megawatts.

Dr. Subaih Al-Mukhaizeem also expressed his deep pride and appreciation for the ministry's national staff, praising their sincere efforts and boundless dedication to providing the highest quality services. He emphasized that employees continue to work day and night to address any malfunctions in the electrical system in order to deliver the Ministry's services to customers with the highest quality.
