25-01-2026 Signing of a memorandum of understanding between the Ministry of Electricity, Water and Renewable Energy and the oil sector to implement a co-generation plant project for electricity and steam generation.

The spokesperson for the Ministry of Electricity, Water and Renewable Energy, Engineer Fatima Jowhar Hayat, announced that on Sunday morning, January 25, a memorandum of understanding was signed between the Ministry of Electricity, Water and Renewable Energy, the Kuwait Petroleum Corporation, and Kuwait Oil Company to establish the Al-Rutqa power plant for the production of electricity and steam within the framework of strengthening institutional cooperation between government agencies and implementing strategic projects with a sustainable development impact.

Hayat explained that the memorandum of understanding was signed by Dr. Adel Al-Zamel, Undersecretary of the Ministry of Electricity, Water and Renewable Energy, and Engineer Ahmed Al-Eidan, CEO of the Kuwait Petroleum Corporation. She explained that the Al-Rutqa power plant project is a vital and strategic project with an estimated production capacity of 1,200 megawatts. It aims to produce steam and electrical energy, enabling the Kuwait Oil Company to utilize steam in heavy oil production processes, which will contribute to reducing production costs and increasing production volumes.

She added that the project will contribute to boosting heavy oil production to around 120,000 barrels per day, as well as supporting the Ministry of Electricity, Water and Renewable Energy's production capacity in the field of electrical energy, thereby meeting Kuwait's current and future electrical energy needs.

Hayat emphasized that the Al-Rutqa station represents an advanced model for the integration of roles between government agencies, reflecting the state's keenness to implement sustainable development projects that serve the public interest, support the achievement of comprehensive development goals, and keep pace with rapid population and urban growth.

She also pointed out that the project will be launched through the Public-Private Partnership Projects Authority, which will enhance private sector participation and attract foreign investment in major national projects, thereby contributing to the transfer of international expertise and improving implementation and operational efficiency.

She concluded by emphasizing the importance of continued cooperation and coordination between the Ministry and relevant authorities to implement strategic projects with high efficiency, in order to achieve the best results and serve the interests of the State of Kuwait in the short and long term.
