10-08-2025 The Ministry of Electricity, Water and Renewable Energy signed a commitment document for the implementation of the second and third phases of the North Zour plant project.

The Ministry of Electricity, Water and Renewable Energy announced the signing of the commitment document for the implementation of the North Zour Plant - Phase II and III, in cooperation with the Public-Private Partnership Projects Authority and a consortium that includes ACWA Power and Gulf Investment Corporation (GIC).

The project will be implemented under the Design, Finance, Build, Operate, Maintain and Transfer (DFMOT) system, through the establishment of a public joint stock company, based on the provisions of Law No. 39 of 2010 and Law No. 116 of 2014 and their executive regulations.

The project is located on the Arabian Gulf coast, about 100 kilometers south of Kuwait City, with a total area of about 500,000 square meters, adjacent to the western part of the first phase of Al-Zour North Plant and the northern part of Al-Zour South Plant. It will rely on combined cycle technology to produce 2,700 megawatts of electricity, in addition to producing 120 million imperial gallons of water per day using reverse osmosis technology.

The project aims to meet the growing demand for electricity and water in the country, enhance the reliability of the electrical grid, and provide the necessary infrastructure to implement the projects included in the development plan.

The project is one of the largest partnership projects in Kuwait in terms of financing and production capacity and is considered one of the largest partnership projects in Kuwait in terms of financing and production capacity.

The Ministry invites regional and international companies specialized in the design, construction, operation, and maintenance of electric power and desalination plants to explore investment opportunities and review the procedures of the Public-Private Partnership Projects Authority to participate in the Shqaya renewable energy project - for the first and second phases with a total production capacity of 1600 MW, and the Khiran plant project - Phase I to produce 1800 MW of electric power and 33 million imperial gallons of water per day, which will be offered by the Partnership Authority in September.
